Structures to be installed in an offshore location or in coastal waters need to be able to withstand the environmental forces. The environmental forces that have impact on the structures include winds, waves, ocean currents, tides, water level surges, etc.

DATA COLLECTION FOR METOCEAN STATISTICS

To provde data for types of ocean and air physical properties and chemical properties also have impact on the structures. Design of the structures, therefore, must consider all those factors.

Accurate statistics of those environmental forces are vital to the safety of the people and property as well as the economy of building and maintaining the structures.

Overly conservative design of the structures would incur heavy economic cost unnecessarily.

Under design of the structures would save cost of building the structures and also maintenance of the structures but may result in unsafe structures that could be damaged by the next storm and jeopardizes people's life. And the consequent cost of repair and disruption of operations/productions are usually very high.

METOCEAN STATISTICS

Proper design of the offshore and coastal structures requires accurate metocean statistics. To obtain accurate metocean statistics, metocean data of good quality covering sufficient length of periods is essential.

There are two ways to acquire metocean data:

IN-SITU MEASUREMENTS

In-situ measurement, if conducted properly, provides the most accurate and reliable metocean data.

However, it would take long time and incur great cost in collect good quality metocean data over a period of a few years.

COMPUTER MODELING

Computer modeling, in the other hand, can be performed in a short period of time and generate a dataset covering tens of years.

However, the results from a computer modeling do not necessarily represent the actual processes in the ocean. There can be large errors in the modeling results.

COMMON PRACTICE

Combination of the two method: collecting the in-situ measured data over a short period of time and use that to help to tune the computer models and verify the computer modeling results. That would ensure the reliability and accuracy of the computer model to produce a dataset over a long period of time, usually over 30 years.

METOCEAN STATISTICS FOR OFFSHORE SUPPORTING ACTIVITIES

All offshore operations are concerned with meteorological and oceanographic conditions in the operating area, and are benchmarked against severity of the various conditions. Operations would have to stop if the metocean conditions are over the operation limits, which determine thresholds of a particular set of metocean parameters only within which the operation can be carried out.

For example, a heavy lifting operation may be allowed only when wave height is below 1m, wave period less than 8 seconds, and wind speed less than 10m/s.

Another example is selecting a suitable drilling rig to operate in a particular site. Different phases of operations for a jack-up drilling rig, e.g. jacking up, drilling, and jacking down, have different metocean operating limits. When selecting a jack-up rig for the drilling operation, operation safety and economy considerations have to take into account of the metocean conditions for the period the rig would be operating on the site.

METOCEAN STATISTICS BASIC TYPES

The basic types of metocean statistics include frequency of occurrence, joint frequency of occurrence, and persistence.

Frequency of occurrence, presented either as number of occurrence or percentage of occurrence, gives the simple distribution of the values of a give metocean parameter.

Joint frequency of occurrence involves two or three parameters, usually magnitude vs. direction (wind speed vs. wind direction), or magnitude vs. magnitude (wave height vs. wave period), or magnitude vs. direction, vs. magnitude.

Persistence includes a time factor, i.e. the continuity of the values of a parameter.

There are variants of the statistics, such as exceedence and operabilities.

METOCEAN STATISTICS USING RAW DATA

Proper planning of weather sensitive operations requires accurate metocean statistics.

Over estimate of the metocean conditions would result in unnecessary operating costs. And under estimate of the metocean conditions might results safety breaches or incur excessive down time.

Accurate and representative statistics rely on accurate raw metocean data over a sufficiently long period because the metocean conditions not only have annual seasonal cycles but also multiple year cycles, e.g. El Niño.

Therefore, the raw metocean data ideally need to cover 10s years. Globally, more and more metocean stations have been installed and the collected data have been more accessible due to the efforts of international and national, public and private organizations.

Notably, the use of satellites for metocean observations since late 1970s have dramatically increase the global coverage and accuracy of the data collected. Observations of extreme weathers, such as tropical cyclones, have become more accurate.
